It's currently running on the Something Awful forums. Users there can buy banner ads for about $9.00 a month. This one was probably bought in response to the recent "Hay let's cel-shade each other!" threads, where people alternately oohed and aahed the good art and explained away their own shitty attempts by claiming they needed Wacoms.
