Wouldn't rodents and lizards tend to gnaw whatever moist fleshy bits remained on a body out in the desert? Even the people-jerky would likely get eaten eventually...

And I'm sure there are still firearms regulations, even in templar. Known felons, and wanted men shouldn't be able to just walk in off the street, and get a bunch of weapons. I'm sure there's something similar for anyone distributing the stuff to minors.
