They're not a popular concept, especially with the kind of people who consider any attempt to ease or relieve the squalor and suffering of chemical dependency explicit societal approval of it. But they prevent emergency room trips, arrests, and beatings/murders. Help to attain sobriety is offered, but not insisted on. It's pretty pragmatic, all things considered.
There are a few in the US, but not many. Understandably, they like to stay under the radar.

We've got a publicly-funded wet house here in Seattle -- free downtown studio apartments and medical care for 75 former street drunks. It's cheaper than shuttling them between the emergency room and jail until they die, by about $2.5 mil/year, but those 75 people still cost us $3 mil/year in social services, plus another $1 mil/year for the wet house itself. It's a pickle.

Oddly enough, I'm not really interested in the Jakes or whats going on in the scene. The conversation abount the Madames of The Oarlock caught my eye and then grabbed me by the ear when I heard about them being dug up in the desert. Don't ask me why. It had the kind of shock value that really grabbed me. Spike, I wanna know more about that section of Templar history no matter how god awful it might be! Please let us in on more!
